SC directs to hand over Marnya Doye case to CBI

ITANAGAR, Dec 16: Supreme Court Justice Jagdish Singh Khehar gave a new turn to the mysterious death case of Marnya Doye, 22, by turning down the bail to accused Sachin Pawar granted by Maharashtra High Court and directing to hand over the case to the CBI.
Justice Khehar, scheduled to be sworn as Chief Justice of SC on January 4 next, gave the verdict in response to a petition filed by Marina Doye, Marnya's sister.
Pawar, owner of Sai City Engineer (SCE), was arrested by Mahad MIDC Police on 08.05.16 in the suspected murder case of his employee Marnya, found dead in Nanglawadi-based (SCE) in Maharashtra's Raigad district on 26.04.16. Police had registered a case u/s 302, 201 and 34 IPC on receipt of an FIR from her elder sister Marina accusing Pawar of brutally murdering her sister. He was arrested after preliminary investigation and remanded in police custody for six days on being produced in the court, police inspector Nand Kishore had informed this scribe over telephone.
However, Raigad district SSP Suvez Haque, when contacted, had said that considering seriousness of the case, police are on their toes and interrogations are on. The deceased had a ligature mark around her neck and the final post mortem report from J J Hospital, Mumbai would help the police in the case. As the family in their FIR has suspected murder, the police had to register a case accordingly but the outcome of investigation would help the police in their investigation, he had added.
The case had sent a shock wave across Arunachal Pradesh with the civil society led by then governor JP Rajkhowa and chief minister Kalikho Pul taking up the case with Maharashtra Governor Chennamaneni Vidyasagar Rao and CM Devendra Fadnavis and had demanded a CBI probe into the murder case.
Though Pawar was remanded to 14-day judicial custody but the HC had granted him bail, recalled Kotdwar-based Karma Yoga Asham secretary Rajesh Rajput, who along with Marina were assured of justice to the bereaved family members when they had called the Governor Vidyasagar Rao on 31.05.16. The governor had given the same assurance and personal perusal of the case during a meeting with his Arunachal counterpart Rajkhowa on 05.05.16 at Mumbai Raj Bhawan when Rajkhowa had handed over a copy of 03.05.16 edition of an Itanagar-based daily newspaper with the photo of late Marnya. Rajput has been pursuing Marnya's case since she was killed.
Demonetization hit Arunachal hard: Tuki
ITANAGAR, Dec 16: The November 08-09 demonetization decition has caused a cascading effect throughout Arunachal Pradesh as the tribals mostly have no bank accounts and are ignorant of banking transactions, former chief minister Nabam Tuki said on Thursday.
While addressing a development meeting at Jairampur on Thursday, Tuki said that nature-lover Arunachalees live hand to mouth by selling their horti-agri-animal veterinary-weaving products by cash and transact with notes. But the cashless move of present Prime Minister Narendra Modi-led NDA Govt has served as a masterstroke hitting hard the poor and downtrodden sections of the society throughout the country, Tuki said.
The impact is widespread in this land-locked sensitive border state with hardly 180 banks as the financial inclusion is yet to be implemented, he told the gathering including former minister & Changlang DCC president Thingap Taiju, PRI leaders led by ZPM Marina Khanglang, youth leaders headed by APYC vice president James Jugli, senior leader Aboh Kimsang and former speaker, late Setong Sena's wife Bina Sena.
"Standing united to accelerate the process of development by strengthening the Congress, the largest democratic party in India, at the grassroots level is the need of the hour, he said and exhorted all to celebrate the centenary birth anniversary of former PM Indira Gandhi with enthusiasm.
Meanwhile, impressed with the academic performance of St Xavier School at Nampong, Tuki in his address at the 10th foundation day celebration of the school today lauded the Christian missionary schools for imparting quality education and contributing to human resources development of the under developed state.
"Maintain the same tempo, generations would salute you all for your vital humanitarian contributions," Tuki said to the applause of the gathering.
Alcoholic products banned at Ahi Valley in Dibang Valley

ROING, Dec 16: In a historic turn of event, the Idu Mishmi Cultural and Literary Society (IMCLS) banned all liquor/alcoholic products at Ahi Valley in Dibang Valley District.
Following a drastic growth in the death rate in the valley due to excessive consumption of alcoholic drinks, the IMCLS had taken the step after conducting a meeting and awareness programme for the villagers two years back, making an exception only for local rice wine (Yu)for domestic and ritualistic purposes.
The people of the valley had welcomed this decision made by the IMCLS and are still following the ban.
Reportedly, even outsiders are not allowed to bring or consume alcoholic products in the valley, and if anyone is found violating the rule, a fine of Rs 5000 is immediately imposed on them.
A resident of the valley, Prem Mikhu informed that the death rate due to consumption of alcohol has dramatically come down since the rule was imposed, and the addicts, who were on a verge of death, have also shown tremendous improvement in their health-- both mentally and physically.
People of Ahi valley have to face a lot of hardship and are still deprived of basic amenities like road connectivity, electricity, communication, health and educational facilities.
Reportedly, the PMGSY road has reached till Anelih and Akuli villages in the valley this year, but rest of the villages like Atali, Three model village, Iyili, Ambrogo, Enuto, Aiso, Adane, Angalin, Awoka, Awali, Yanli, Epingu and Cheppe, still lack road connectivity. The villagers still have to carry heavy loads of daily requirement on their back to their villages.
APSPCB pulls up highway construction companies
ITANAGAR, Dec 16: Arunachal Pradesh State Pollution Control Board (APSPCB) Chairman Techi Tagi Tara strictly directed the Trans- Arunachal Highway Construction Companies to abide by pollution norms.
Tara, who held a meeting with M/s Sushee Infra Private Limited at Paryavaran Bhawan after visiting highway construction sites at Doimukh, Hoj and Sagalee, directed the Highway Construction Companies to sprinkle water at sites twice a day during construction period to help contain dust pollution.
Further, all the Trans Highway Construction Companies have been directed to follow the Muck Disposal Plan and to avoid dumping of muck directly into the river/streams which is a violation of Forest Conservation Act, 1980, Air (Prevention and Control of Pollution ) Act, 1981 and Water (Prevention and Control of Pollution) Act,1974.
He further directed them to obtain consent to establish and operate the machineries like Stone Crushers, Hot Mix Plants, Ready Mix Concrete Plants and also for the Highways Project failing which the APSPCB shall initiate strict action against the violators under section 45A of Water (Prevention & Control of Pollution) Act 1974 and section 37 & 39 of the Air (Prevention & Control of Pollution) Act 1981.
Officials from M/s Sushee Infra Private Limited KM Kushwah (P&M) Manager, Rajeev Singh (Highway Head) and SK Gupta (Assistant Officer) and from APSPCB Nich Meji (Scientist B) attended the meeting.
Bankers urged to work with missionary zeal to serve people
YUPIA Dec 16: Papum Pare DC-cum-Chairman DCC/DLRC, Tai Kaye called upon the bankers to work with missionary zeal to serve the people especially the poorest of poor so that benefit of all government schemes reaches to the needy.
He was addressing a District Consultative Committee meeting and District Level Review meeting of Papum Pare district held at the DC's Conference hall, here on Wednesday to discuss and review the performance of various financial institutions in implementing plan and policies of various social development programmes being undertaken by the government.
Stating that the people of Papum Pare and state as a whole are cooperating peacefully with the government in the implementation of demonetisation process, the DC further requested the bankers to create people friendly atmosphere and attend to the grievances of the people in a more positive way.
While reviewing the various flagship schemes implemented by various banks Chief Manager, Lead Bank, Itanagar, J Singh said that the performance of Atal Pension Yojana is not upto the mark and still more awareness campaign is required to increase the enrolment.
Representative from RBI Ms. Archana Chatterjee emphasised that through FLC banks should make aware people on banking schemes and every banks must display the features of APY and other Govt schemes in their respective banks.
Responding to the dissatisfaction expressed by Deputy Director Industries Papum Pare, DT Aka over non-co-operative manner of banks in sanctioning loan to beneficiaries under PMEGP causing lots of problem to genuinely selected beneficiaries, Chatterjee suggested that banks must maintain proper rapport with all line departments and she said that banks should not hold back the application of beneficiaries, if it is found not viable then applications must be send back within 15 days to concerned department.
Director APRB-RSETI, B Chetry also requested the house to include RSETI during the financial Literacy Camp so that the unemployed youths can avail the benefits of the programme under RSETI.

BJYM hits back at Tuki, Sanjoy
ITANAGAR, Dec 16: State BJYM condemned the demand made by former Chief Minister Nabam Tuki and senior Congress leader and former MP Takam Sanjay for resignation of Kiren Rijiju over alleged hydro power scam.
"Before making such demand, the Congress Party should know its own status," the BJYM countered Tuki and Sanjoy's press statement, adding that "those, who live in glass houses, should not throw stone at other's house.
"The Congress party is neck-deep in scam. Should all the Congress Party leaders, whose names are in doubt list, resign? If so, then all the Congress leaders of the state and national leaders have no right to continue in their respective positions as most of them are tainted," the press release said.
"Since the alleged corruption charge is still being investigated and yet to be proved, the question of Rijiju's resignation doesn't arise, the BJYM said.
House gutted at Boleng
PASIGHAT, Dec 16: The dwelling house of one Taben Tamut of Boleng was completely gutted in a fire accident on December 14 around 10.30 hrs, informed Boleng ADC Taro Mize.
According to the ADC, nothing could be saved as the owner of the house was absent during the incident.
An electric short circuit is suspected to have caused the fire and there was no report of loss of life.
Public and BRTF personnel doused the fire from spreading further.
The ADC has assisted the affected family with tarpaulin sheets for temporary shelter and other necessary relief items.
Public of Boleng have been crying for fire tender as fire accident frequently occurs here, stated the ADC adding that police have been instructed to get detailed assessment of the losses. DIPRO.
AAPCEA seeks equal pay under 7th pay commission
ITANAGAR, Dec 16: While expressing happiness over the implementation of 7th pay commission, the All Arunachal Pradesh Contractual Employees' Association (AAPCEA) however feels that the contractual employees have been left out of it though they have worked same as that of regular employees.
Citing the recent Supreme Court order which sought equal pay for equal work under article 141 of the constitution, it also called for including them under the provision. It wrote to the chief minister in this regard.
Further seeking reconsideration of the cabinet decision for one time relaxation of APST and non-APST in TGT and PGT recruitments,
it demanded that the teachers working under SSA and RMSA should be given top priority.
There are surplus trained teachers serving under SSA and RMSA for many years. They must be given chance in the recruitment process, it said.
Three-day Nyishi Art & Cultural Festival begins

ITANAGAR, Dec 16: The three-day Nyishi Art & Cultural Festival and Nyishi Film award being organized by the Nyishi Art & Cultural Welfare Society (NACWS) began at Nyikum Niya Hall ground, Nirjuli on Friday.
Hoisting the festival flag on the inaugural day, NACWS chairman Bengia Tabb exhorted the Nyishi community to protect and preserve their own tradition and culture for greater interest of the younger generation.
Asking the Nyishi artists to be agent of people for propagation and development of tradition and culture, Bengia said, "We are living in a modern world where many other tradition & culture have made inroads. To protect our tradition and culture, one should be aware of their own custom."
Tabb added that during the celebrations everyone should pledge to protect and promote their own tradition and culture.
Stating that tradition and religion should not be mixed as tradition reflects one's own identity, he also suggested for safeguarding and promoting the age-old tradition and culture with zeal.
"Festival helps us to uphold and preserve our culture and identity. In the same manner festival facilitates to preserve the Nyishi culture and helps the community in carrying forward the rich and age-old cultural heritage," Tabb said while urging the members of the community for enthusiastic participation.
During the inaugural day, various traditional games and sports competition including archery, tug of war, long jump and Daapo Nyirka Naam (in local) among six Nyishi districts including Papum Pare, Kurung Kumey, Upper Subansiri, Lower Subansiri, East Kameng and Kra Daadi were organised.
Later in evening, three Nyishi local films were screened including Mwda Mwra, Mwngkar and Itanagar Ziro KM. It was followed by directors' interaction programme on various aspects of film making, which was attended by Deputy Chief Councilor and film maker Tarh Nachung and Social worker Tadar Niglar and various local actors namely Shambo Flago, Tai Gungte, Taba Manglam, Nabam Abo, T T Tara, Techi Lambu, Tai Tugung and Nabam Ana.
District level brainstorming session under "My Village My Development Plan" begins
ITANAGAR, Dec 16: A day-long district level brainstorming session under participatory planning process under "My Village My Development Plan" (MVMDP) for the HoDs, DPC, BRGs, GPDC besides, officers and officials of all line departments began at Panchayat Hall, Anini on Friday.
It will be followed by a three-day intensive training programme from Dec 15 to 17.
Attending the programme as resource person Deputy Director (SIRD), Likha Kiran Kabak in her address urged the PRI members of the district to assimilate and inculcate the knowledge provided by the SIRD team to facilitate a meaningful and significant public position on the important initiative of revamping the progress of Dibang Valley district.
A detailed discussion on "My Village My Development Plan" and participatory planning process, baseline surveys, PRA and household surveys and their data compilation were some of the activities undertaken during the programme. Over seventy participants took part in the programme.
Master Trainers from SIRD, DPDO, Jultiy Mihu, ZPC, Dipen Molo and all HoDs and PRI members of the district took part in the programme.
The programme earlier, began from Dec 12 and 13 in the CD blocks of Anelih-Arzoo and Etalin-Malinye respectively.
Training-cum-awareness prog. on agricultural engineering technologies held
PASIGHAT, Dec 16: In all, 50 progressive farmers from Ayeng, Bodak, Mebo, Pasighat, Napit, Takilalung, Sille-Oyan and Ngorlung villages of Mebo, Pasighat and Ruksin block took part in a training-cum-awareness programme on recent agricultural engineering technologies which wa s jointly organized by the KVK, East Siang, College of Horticulture & Forestry (CHF), Central Agricultural University (CAU), Pasighat in collaboration with Agricultural Technology Management Agency (ATMA) here on Friday.
In her inaugural address, Farmers Training Centre (FTC) Pasighat, Assistant Director Agriculture (Training), Rigam Riba emphasized on the need and importance of agricultural engineering technologies for drudgery reduction and increasing the production and productivity of major field and horticultural crops.
Riba advised the farmers to adopt gender friendly latest resource conservation technologies available in the field of Agricultural Engineering for higher crop production and economic prosperity.
Earlier, the KVK Programme Coordinator, Dr. Mahesh Pathak stressed on the importance of use of small hand tools and implements, farm machineries in drudgery reduction and improving the socio-economic condition of the farming community of the district.
CHF Agricultural Engineering, Assistant Professor, Dr. SK Pattanaik spoke about farmer friendly agricultural engineering technologies for better resource conservation and higher crop production and gave demonstration on use of small hand tools and implements, farm machineries at KVK and CHF Instructional farm to the trainees.
SMS Agricultural Engineering, Rakesh also gave demonstration on use of farm machinery and hand tools at KVK Instructional farm to trainees.
SMS Plant Protection, Toge Riba and Mebo block Agricultural Development Officer, Dana Moyong also interacted with the trainees.
The farmers interacted with the Scientists from KVK, CHF and ATMA and briefed them about the different constraints faced by them in procuring the small hand tools and farm implements.
CM assures Airtel to help expand network
ITANAGAR, Dec 16: Chief Minister Pema Khandu on Monday assured country's leading telecom service company Airtel all possible support to expand its reach in the state.
During a meeting with Airtel's North Eastern States and Assam CEO Sameer Anjaria, Pema urged the CEO for bringing every nook and corner of the state under its network coverage.
While briefing the Chief Minister on company's "Project Leap" - Airtel's national network transformation initiative -- Anjaria sought the State Government support for bringing more and more areas under its network coverage.
"Airtel is committed to expand its network in Arunachal Pradesh," said Anjaria. He informed that over the last 12 months, Airtel has provided mobile connectivity to many towns and villages in Arunachal aiding overall economic development of the state.
The team from Airtel also apprised the Chief Minister of the challenges in expanding the mobile network in remote parts of the State and sought the CM's support and guidance.
Airtel is the largest mobile operator in Arunachal Pradesh and its network covers close to 60% of the State's population. It offers 2G/3G/4G mobile services to customers in the State and is deploying infrastructure to expand its network further contributing to telecom connectivity in the State.
Earlier in November 2015, Airtel launched its Rs. 60,000 crore network transformation and expansion program 'Project Leap' aimed at improving network quality and delivering the best customer experience across the country.
Exposure trip for adolescent girls
ITANAGAR, Dec 16: A total of 25 adolescent girls including, Sakhis and Sahelis went on an exposure trip to various public utility institutions of the Itanagar on Friday, which was organized by the Urban ICDS Project Itanagar, under Rajiv Gandhi Scheme for Empowerment of Adolescent Girls (RGSEAG)-SABLA.
The girls and Sakhis and Sahelis visited Arunachal Pradesh State Commission for Women, Itanagar, both Women and Itanagar Police Station, Directorate of Women & Child Development, Directorate of Social Justice, Empowerment & Tribal Affairs.
While interacting with the girls, the OCs of both Police Stations informed them about various services of the station.
ICDS Joint Director, T P Loyi while outlining the various schemes and essential Acts and its provisions for the welfare of the women folk further advised the girls to know their legal rights. Women & Child Development Department Director, RT Riba also urged them to avail various services of the scheme.
The girls also visited Swadhar Greh, Children's Home and Craft Centre of Oju Welfare Association (OWA), Naharlagun.
Co-ordination Committee meeting of District Rural Development Agency held
ITANAGAR, Dec 16: The 49th Governing Body/ District Programme Co-ordination Committee meeting of District Rural Development Agency, Lower Subansiri district was held on Dec 12 under the chairmanship of Zilla Parishad Chairperson Hage Kobing.
It was decided that the BDOs will see to it that the prescribed time schedules is strictly adhered to in submission of Labour Budget. The meeting also decided that the BDOs will also ensure timely uploading of data on MIS and that all the implementing agencies will strictly adhere to the guidelines and that the PRI members will co-operate with officials by timely conducting Gram Sabha meeting.
Earlier, Project Director, DRDA Audil Toko highlighting the importance of timely submission of Labour Budget asked the field functionaries to update themselves by reading the latest guidelines issued from time to time.
He reiterated BDOs to ensure complete uploading of datas under various programmes; MGNREGA, IWMP and IAY etc on MIS latest by Dec 31st positively and also to ensure proper selection of beneficiaries/projects, timely utilization of fund, effective monitoring etc.
He read out the physical and financial achievement under various RD programmes during 2015-16 and 2016-17 and place the District level Labour Budget and shelf of Projects for 2017-18 before the house which was approved.
ZPC Hage Kobing in his speech emphasized on the implementation of all RD programmes in letter and spirit in the shape of a movement and also urged field functionaries to ensure timely completion of the projects. He called upon the development functionaries to be extra active and transparent in implementation process and also urged the DRDA and Block officials to co-operate with the Panchayat bodies. (DIPRO)
MLA donates to renovate school infrastructure
JAIRAMPUR, Dec 16: MLA Laisam Simai donated Rs 1 lakh for immediate renovation of Longman Govt. Primary School here on Friday .
Simai, who visited the school after getting a complaint of its deteriorating ceiling, roofs and floors was pained by the sight before him during his visit to Longman village, donated the amount on-the-spot to immediately start the repairing works.
Though, the school is well maintained by headmaster Suren Gogoi, but he could not take up these major renovation works from the annual maintenance fund.
Since last two years, Gogoi has been informing and writing to the concern authority regarding the deteriorating status of the school infrastructure, but to no avail.
Earlier, in an interactive session with the villagers, Simai said it was his duty to visit the villages and comprehend their predicament intimately. He invited the villagers to approach him without any hesitation or reservation and assured to fulfill their all logical demands.
Responding to a four-point memorandum submitted by the young leader Kimlong Longri, Simai said, Rs 50 lakh has been earmarked for the village link road, Rs 5 lakh for water tank, Rs 10 lakhs for porter track and it will be sanctioned next financial year.
Former ZPC Izmir Tikhak appreciated the hard working attitude of the villagers and asked them to learn work ethic from the villagers of Longman.
He said, we feel proud when we see the hardworking villagers, especially women group for flooding the local market with agriculture and horticulture produces. He also said that the respective department should encourage them.
ADC SS Choudhory, BJP Mandol President Lemnong Mossang and youth leader Hame Langching also projected their opinion in improving the rural life.

7th CPC implementation: impetus for greater work culture in offices

It goes without saying that the announcement of implementation of the Pay Commission Reports is the most eagerly awaited event in the life of the government employees. And why not, after all this comes once in a decade. Little wonder then, the announcement of implementation of the 7th CPC by the Arunachal Pradesh state government has come like a breath of fresh air and has brought smiles on the faces of the state government employees. Some of them have already planned in advance as to how they would gainfully utilize the increased salaries they would get. All the government employees are, as expected, singing a sweet tune of praises for the state government. The state government has taken this bold decision of implementing the 7th CPC against the backdrop of a not so sound financial health of the state considering the tremendous contributions the state government employees are making towards the all round growth of the frontier state.
Some people in the state have this utterly wrong notion that only the government employees would be benefited. The fact is that the whole state would gain from this 7th CPC implementation. The family members and relatives of the employees will be the first beneficiaries undoubtedly, but it should also be kept in mind that Arunachal economy being 'salary-based' in the absence of any industry worth its name, most of the households in the state boast of at least one family member serving in the state government. So, essentially the whole state is going to reap the sweet harvest of the 7th CPC. Interestingly, even the shopkeepers and those in various small business sectors will gain from this watershed decision of the state government because the buying power of the government employees will increase with the increase in their payment. This buying power will automatically help the people in business sector. The CoSAAP also deserves appreciation for demanding implementation of the 7th CPC in a dignified and mature manner without resorting to unnecessary moves and methodologies that would tarnish its image. This should be the spirit of other organizations also. We cannot afford to antagonize and exert unnecessary pressure on our state government. It's our government and our daily bread and butter come from our government. Resorting to strikes and bandh calls are detrimental to the healthy growth of our developing state. People from all walks of life should contribute towards building a strong, vibrant and self-reliant state. Everybody in the state should be ready and willing to travel the proverbial extra mile to assist and support the state government in carrying out the development schemes and projects without any hitch.
Having said this, the state government employees may not have a windfall gain from the 7th CPC unlike they got from the 6th CPC ten years ago. The gain from the 6th CPC was so much so that many government employees started buying cars and built their dream homes. When I asked a senior government employee who has a good knowledge of financial transactions as to how much we would be gaining from the 7th CPC, he told me, "Look, unfortunately for the government employees and fortunately for the whole country, we have a very shrewd Finance Minister in Arun Jaitley. So, we may not gain too much." However, an enhancement in pay structure is an enhancement for the government employees whether the amount involved is big or small. Some government employees including yours truly are eagerly waiting to see the financial gain we are likely to have. If the retirement benefit is good and attractive, then many of us will apply for VRS to pave way for the young and better educated unemployed youth of the state. The best way in which the state government employees can express their gratitude to the Chief Minister and his Cabinet calleagues for implementing the 7th CPC is by improving the work culture in the offices. The work culture, especially among most of the tribal government employees needs a lot to be desired. When the payment of the government employees had been enhanced, the employees are duty-bound to provide better services to the people. They are basically service providers and they should spare no effort to provide the best services to the people. They are being paid for the services they give to the state and the people. The government employees are the real strength of any government. The Ministers and the public representatives only formulate rules and take decisions on vital development projects. The actual execution is carried out by the government employees.
It can be concluded that the government is only as good as its employees. The onerous onus of building the state is on the government employees. The state government has done its duty by implementing the much-hyped and most eagerly awaited 7th CPC. Cannabis smuggler apprehended
BOMDILA, Dec 16: The Naka team led by SI (GD) Neeraj Kumar, Ex-BOP 4200 Chain of 61st SSB, Bhairabkunda apprehended a cannabis smuggler from the jungles of Dimachang village under Kalaktang Sub-Division on Thursday.
Ten 10 kg of cannabis and Rs 11,000 were seized from his possession.
Cannabis worth Rs 18 lakh were seized from Boha village in the last week.
The district administration and the SSB have increased the surveillance in Kalaktang Sub-division involving local people to curb the drug menace. DIPRO

ITANAGAR, Dec 16: Arunachal Pradesh Literary Society (APLS) office bearers led by president Y D Thongchi and general secretary Batem Pertin on Friday decided to celebrate APLS 10th Foundation Day at Jawaharlal Nehru State Museum conference hall here on December 19 next.
Rajiv Gandhi University Hindi assistant professor Dr. Abhisek Kumar Yadav will deliver a lecture on the topic 'Tribal Discourse in Literature' followed by felicitation of eminent writers - Aduk Tayeng, Jumshi Siram and Ramachandra Chutia - in recognition of their invaluable literary contributions besides poem recitation competition amongst the school students, the meeting decided, according to APLS publicity secretary Pradeep Kumar.
Advisor to CM Lombo Tayeng and Chief Information Commissioner Dr. Joram Begi would address the event as chief guest and guest of honour respectively.
Training for DSOs concludes
ITANAGAR, Dec 16: A three-day training progra-mme held at the Conference Hall of Directorate of Economics and Statistics for the District Statistics Officers concluded here on Friday.
During the programme, resource persons from Directorate of Accounts and Treasury imparted training on the functioning of DDO, NPS, GPF, etc. to the trainees.
Indian Army 1 Bihar Regiment celebrate 45th Vijay Diwas
AALO, Dec 16: The 45th Vijay Diwas was celebrated by the Indian Army of 1st Bihar Regiment at DSA Ground here on Friday to commemorate the victory of the Bangladesh Liberation War in 1971.
Speaking on the occasion, Gp Capt Mohonto Panging, VM (Rtd.) while sharing some of his past experience of his posting at Bangladesh urged that Army must be very vigil in the state as Arunachal touches the international boundary.
On the occasion Station Commander and all ranks paid their obeisance to the martyrs who laid their live during the Indo-Pak war.
A large number of students from 12 different schools of Aalo town participated in the progaramme such as Run for Fun, Painting competition on the theme Swacch Bharat Abhiyan and Cultural Competition.
Other highlights of the programme were weapon and equipment display organized.
All Ex-servicemen from Aalo were also felicitated.
Scientific advisory committee meeting conducted
TAWANG, Dec 16: A scientific advisory committee meeting was held at Zomkhang Hall, here on Thursday last under the chairmanship of Tawang, Department of Forest, Range Forest Officer, Tage Haniya which was attended by DRDA Project Director, Gombu Tsering, officers of different allied departments, members of NGO and progressive farmers.
Speaking on the occasion, RFO Tage Haniya appealed to the KVK to develop new technology suitable for the hilly district where livelihood is tough. He also advised the KVK authorities to keep some pesticides, organic manure, fungicides etc, in limited quantity for farmers so that they can easily avail the same.
KVK Tawang Programme Coordinator, Dr. DS Chhonkar presented the progress report of the year 2016-17 and action plan for the year 2017-18 while, DRDA Project Director, Gombu Tsering suggested encouraging organic agriculture.
SBI Tawang, Chief Manager, NR Sharma and ADO, KB Kayastha explained about crop insurance and different government schemes.
Condolence
ITANAGAR, Dec 16: Dutta People's Forum, Capital Complex deeply mourned the sudden demise of Mobya Bado at the age of 37 years on Friday after brief illness at his residence at Dokum Colony, Naharlagun.
Bado, son of late Mobya Bakhang and younger brother of EAC Mobya Tai, was working under Health Department as District VBD Consultant and was posted at Seppa.
Expressing profound grief and sorrow over his premature demise, DPF (CC) in a condolence message said that his sudden death has created a vacuum particularly among people of Dutta and Apatani community.
While conveying heartfelt condolence to the bereaved family, the Forum prayed for eternal peace of the departed soul.
Khimhun inspects series of projects
CHANGLANG, Dec 16: Parliamentary Secretary Hydro-Power Phosum Khimhun on Thursday inspected the ongoing construction works of EAC Office, Khimyang. He expressed his satisfaction over the progress of the work and hoped that that all the construction works will be finished by the month February next year.
He further urged all the Officers and Officials posted against the Circle to shift and station at Khimyang as soon as the construction works are finished who are presently camping at Changlang Dist Headquarters.
Earlier, on Wednesday, the Parliamentary Secretary inspected PWD road connecting remote Songkhuhavi village located near Myanmar Border with Khimyang EAC Headquarters which was completed recently. In a brief meeting, he interacted with the villagers and assured to look into their grievances.
Khimhun also visited the proposed site for Tarit-Tara MHS (1.75 MW) under Khimyang circle and inspected work quality and progress of the under construction VIP Suite near Khimyang inspection bungalow.

Training cum demonstration programme on Agri & Allied Subject
ITANAGAR, Dec 16: Altogether 28 farmers participated in a one day training programme at Kimin organized by Krishi Vigyan Kendra, Papum-Pare in collaboration with ATMA, Yupia on Thursday.
Subject Matter Specialist, Home Science, KVK Papumpare, Nane Taga briefed the farmers about the availability of organic Dye and how people in the state lack knowledge about organic dye. Explaining scope and usage of organic dye, she informed the participants about teak leaves, found abundantly in Kimin area, which is used for making dye.
In the practical session, the participating farmers extracted pink purple color from teak leaves and used it to dye eri silk.
Subject Matter Specialist, Agronomy, KVK Papum-Pare Tadang Meena, spoke on the importance of agricultural practices of Rabi crops. She further demonstrated scientific cultivation of Potato Crop.
Looms distributed under CM's Indigenous Textile Promotion scheme
BOMDILA, Dec 16: West Kameng by Deputy Commissioner Sonal Swaroop on Friday distributed improved frame looms with warping drum, accessories and yarns free of cost to 116 selected weavers at Craft Centre Complex, here.
These items were distributed under the Chief Minister's Indigenous Textile Promotion Scheme (CMITPS) for the year 2015-16.
Speaking on the occasion, DC Sonal opined that the six major tribes inhabiting the district has one of the most colorful and vibrant traditional dresses. The free distribution of the improved frame looms with warping drum, accessories and the yarns under the CM's Indigenous Textile promotion scheme should be a shot in the arm to preserve, promote and experiment with the local attires and endeavor for its large scale marketing.
Earlier, DDTH Dorjee Phuntso in his address urging the weavers to make the best use of the opportunity said that the components have been increased under the present scheme so that they can concentrate on promoting the indigenous textile and handlooms. AAPNRCA calls for doing away with tender system
ITANAGAR, Dec 16: The All Arunachal Pradesh Non-Registered Contractors' Association (AAPNRCA) has called for abolishing of tender system in the state and adopting earlier system of awarding direct work order.
In its memorandum to the chief minister and deputy chief minister, it said that the system deprives rural people and petty contractors.
During CPWD days and early days of PWD, direct work order system was followed which helped the rural populace. However now with the tender system, the rural populace is suffering, it reasoned.
It attributed the rise of anti-social activities to the lack of contract works.
Art & Culture Officers attend coordination meeting
NAHARLAGUN, Dec 16: A coordination meeting of Art & Culture Officers under GoAP was conducted under the chairmanship of Director of Art & Culture, Nyabin Ete at the conference Hall of a private hotel here on Friday which was attended by the Parliamentary Secretary for Art & Culture, Dikto Yekar.
Addressing the meeting, the Parliamentary Secretary assured that the pay enhancement of DACOs and AACOs will be taken up at the highest level. He also assured to take up the procurement of vehicles for all the districts from the highest level. 'Proper guidelines for community halls, festival grants to be formulated by the government', he added.
Director, Nyabin Ete informed that the government has proposed to set up model culture villages in each district to boost cultural tourism and proper record keeping with documentation of the cultural activities of their respective districts besides, organizing of state-level folk dance festival.
He further informed that district level committee under Deputy Commissioner with DACO as four executive agencies will be constituted to scrutinize and select community halls to be forwarded to the state level committee headed by Secretary (CA) as Chairman Director Art &Culture as member Secretary with DIPR and Chief Engineer as member will be constituted to finally select community halls for grant of financial assistance.

AYC condemns demonetization, demands Rijiju's resignation
ITANAGAR, Dec 16: Palin AYC President Jikke Tako strongly condemned the scrapping of Rs 1000 and Rs 500 notes.
According to the AYC president, the demonetization was done without any planning and people have been made to suffer for the 'un planned' act of the PM.
He also said that many rural people, who still do not have knowledge on cashless transaction, have been forced to shift to cashless after demonetization without providing facilities. He asked the newly inducted youth leaders to help the people.
Earlier, the AYC president administered oath to newly inducted AYC office bearers of 18th Palin Assembly Constituency.
Meanwhile, the AYC president strongly demanded immediate resignation of MOS (Home) Kiren Rijiju for his alleged involvement in hydro power project scam.
General Secretary APYC Arun Killo, Secretary APYC, Tagam Yetor, DCC President Techi Azad, BCC president Taring Kumer also spoke during the oath taking ceremony cum interaction programme organized by AYC Palin.

The report of two ULFA cadres getting killed in an encounter at Miao under Changlang district should alarm the security agencies. Police also arrested six more cadres during the operation. ULFA is increasingly making their presence felt in the districts bordering the Upper Assam region. Unnecessary harassment
Dear Editor,
Through your esteemed daily, I want to share my pain and agony with the competent authority for immediate actions and remedial measures.
On 23rd November 2016 evening around 6 PM, I crossed Dikrong Bridge Check gate, Nirjuli with my private Tata Xenon vehicle carrying horticulture items from my garden.
I crossed the check gate when three police men on duty shouted at us after which we stopped. After that they started asking queries and checked the items being carried on the vehicle.
They unnecessarily harassed us by stopping the vehicle in the name of checking whereas their main intention was to ask money as a gate entry fee.
These types of harassment to farmers carrying horticulture items happen daily at this check gate.
I asked the reason, and then the police on duty shouted at me and manhandled my son, who was standing with me. They took away my vehicle key. One police constable used unparliamentarily words against women as well. The check gate was sanctioned by the govt to protect the common public from the criminals but not to harass the commuters and farmers in the form of entry fee at check gate.
According to horticulture policy of our government, one needs no permit within the state. So the govt. as well as police should protect and cooperate with the farmers rather than harassing them.
So govt and higher authority should take urgent corrective measures and monitor all the check gates specially.

Vanishing native languages
Dear Editor,
Since the early 2000’s the graph for Tani speakers have reduced significantly. Who is to be blamed? Science & Technology, Education or us: parents, teachers, you and I?
In my high school days, I was a proud “Hindi-
In a class of 60 students, there were 2 Nyishis, 40 Afghanis, 4 Bhutanese and rest from other parts of India. International dominated class I would say. Each and everyone conversed in their own language except the 2 Nyishi boys. Nyishi boys conversed in Hindi; and everyone understands Hindi.
We lower our voice while conversing in Hindi just because we abandoned our mother tongue.
“Which country?” asks an Afghani friend.
“India”, my friend answers.
“Which language do you speak?”
“Hindi”, he blurts out. I wanted to say “Nyishi” desperately.
“Don’t you have your own language”?
“We have but I don’t know how to speak”, replies my friend.
Oh God! And later, I realized he really doesn’t know. He starts to learn Nyishi from his parents through Skype. We vow to preserve and converse in Nyishi. And now there’s a pride in us while speaking our mother tongue amidst foreigners.
The question “Don’t you have you your own language” instilled a fear in us. The fear of who am I, the fear of losing our cultural information. In other parts of India, most of you might have encountered these sorts of questions. And don’t you think it’s high time! Look around and you’ll see very few speaks our language, and not to forget our home too.
It is disheartening to see our people abandoning the language, once our forefather spoke. And it is our utmost duty to sustain the beautiful language of ours. I request the parents of every Arunachalee to pass on the language to their children.
I am not against speaking Hindi but I just a concerned young mind worried about the extinction of our kind.
